dl on not charging queued

download when not charging does not work in the following scenario:
you have some podcasts in the download queue that are set to download Only when charging, now you add a podcast that should be ok to download when not charging as well , but it is sent to the end of the download queue, and beccause the stuff in front is not allowed to download then the one at the back does not start download either

a workaround is to manually go to the download queue and move taht last one to the top of the download queue.

also, if there is nothign in download queue, the featuer works, ie.. it downloads when not charging.

fix would be to check the charging flag of the episodes and push anything that is allowd to dwnolad in front of the queue ...

Thanks, I'll get that fixed. I forgot to prioritized the charging setup after moving it to per-podcast.
